Founder, Caribbean Climate Justice

The Caribbean Climate Justice Project seeks to educate and inform on the threats posed to lives and livelihoods in the Caribbean by climate change and to catalyze action on the necessary responses at the household, community, national and regional level

Minister, Government of Saint Lucia

Dr. James Fletcher is a former Minister for Public Service, Sustainable Development, Energy, Science and Technology in Saint Lucia. He served in that position from December 2011 to June 2016.

Legislative Reform & Modernization

During his tenure, he led Saint Lucia on an aggressive path toward the modernization of the energy sector, with an emphasis on legislative reform and the use of renewable sources of energy. He oversaw efforts to improve the water sector, and played a pivotal role in the thrust toward making information technology widely available across the island. 

​

Negotiator, UN Climate Agreement

Dr. James Fletcher is best known for his work in international climate change negotiations. He led the Caribbean’s delegation to the negotiations on the Paris Agreement in 2015 and was an integral part of the region’s ‘1.5 to stay alive’ climate change civil society advocacy campaign. He was chosen by the French President to join a select group of ministers with responsibility for achieving consensus on the more contentious elements of the UN Framework Convention on Climate Change on the elements of the Paris Agreement.

 

James Fletcher served as the Director of Social and Sustainable Development at the Secretariat of the Organization of Eastern Caribbean States, the Cabinet Secretary in the Government of Saint Lucia, and the Permanent Secretary in the Ministry of Agriculture, Forestry and Fisheries.

Keynote Speaker

Dr. Fletcher holds a PhD from Cambridge University, he is featured as the Keynote Speaker at several international conferences, and is considered an expert in the Climate Crisis and the impacts to Small Island Developing States and developing countries.

Author

The book is reflection of Dr. Fletcher's experience as a former senator, minister of government and cabinet secretary on the challenges of governing in a Caribbean island. It covers a wide range of issues, such as setting and implementing a development agenda, tackling economic, social and environmental challenges, and cultivating productive relationships with social partners.
